BloomTimes is an adult-oriented entertainment, comics, review, directory and editorial website intended only for adults who are at least eighteen (18) years old or the age of majority in their jurisdiction, whichever is higher.

This page provides information and contact channels related to Regulation (EU) 2022/2065, the European Union Digital Services Act (“DSA”).

BloomTimes has a strict zero-tolerance policy for illegal content, including content involving minors or apparent minors, child sexual abuse material, non-consensual intimate material, exploitation, trafficking, coercion, sexual abuse, unlawful violence, stolen content, impersonation, copyright infringement, terrorism-related material, and other unlawful material.

Average Monthly Active Recipients in the European Union

As of [DATE], BloomTimes is a newly relaunched service and does not yet have a reliable six-month average of monthly active recipients of the service in the European Union.

Based on currently available information, BloomTimes does not believe that it meets the threshold for designation as a Very Large Online Platform under the DSA.

BloomTimes will review its available traffic and usage data and may update this section periodically. If BloomTimes becomes required to publish a specific average monthly active recipient figure for the European Union, this page will be updated accordingly.

Reporting Illegal or Abusive Content under the DSA

Please include as much of the following information as possible:

  1. The exact URL or location of the content on BloomTimes.
  2. A clear explanation of why you believe the content is illegal or violates BloomTimes policies.
  3. The country or EU Member State whose law you believe is relevant, if known.
  4. Any supporting information that may help us identify and review the content.
  5. Your name and email address, unless you are reporting content where anonymity is legally protected or reasonably necessary for safety.
  6. A statement confirming that the information you provide is accurate to the best of your knowledge.

Do not send identity documents, private records, performer records, government IDs, or sensitive personal information unless specifically requested through an appropriate legal or compliance process.

Priority Safety Reports

If your report involves minors, apparent minors, child sexual abuse material, non-consensual intimate content, trafficking, coercion, exploitation, sexual abuse, threats, extortion, or immediate danger, please mark your message clearly as:

BloomTimes may remove, restrict, disable access to, or investigate reported content while reviewing the matter. Where required or appropriate, BloomTimes may preserve relevant information and report suspected unlawful material to competent authorities.

How BloomTimes Reviews Reports

After receiving a DSA-related content report, BloomTimes may take one or more of the following actions:

  1. Review the reported content.
  2. Remove or disable access to the reported content.
  3. Restrict access to the content in certain jurisdictions.
  4. Request additional information from the reporting person.
  5. Contact the uploader, contributor, creator, licensor, affiliate provider, platform, studio, or other relevant content provider.
  6. Preserve information where legally required or reasonably necessary.
  7. Reject reports that are incomplete, abusive, fraudulent, clearly unfounded, unrelated to illegal content, or insufficiently specific.
  8. Take action against users, contributors, providers, or partners who repeatedly submit unlawful or prohibited content.

BloomTimes may notify the reporting person of its decision where appropriate and where contact information has been provided.

Appeals and Complaints

If you believe that BloomTimes made an incorrect decision regarding content you reported, or if your content, account, link, listing, review, comment, or contribution was removed or restricted by mistake, you may contact:

  2. A copy or description of the decision, if available.
  3. Your explanation of why you believe the decision was incorrect.
  4. Any supporting information.

Appeals and complaints must be submitted in good faith. BloomTimes may reject abusive, repetitive, fraudulent, or manifestly unfounded complaints.

Adult Content and Protection of Minors

BloomTimes is intended only for adults.

BloomTimes does not permit minors to access adult content and does not knowingly allow minors to upload, submit, purchase, sell, promote or appear in adult content.

BloomTimes prohibits any content involving minors, apparent minors, sexualized childlike characters, school-age characters, non-consensual conduct, exploitation, coercion, trafficking, abuse, sexual violence or unlawful material.

Misuse of Reporting Systems

BloomTimes may restrict or disregard reports, complaints or submissions that are abusive, fraudulent, automated, repetitive, manifestly unfounded, malicious, harassing or unrelated to the DSA.

BloomTimes may also take action against users, contributors, providers or partners who repeatedly submit illegal content, prohibited content or abusive reports.
